Assuming it is not feasible to replace the supply cable all together, which would be preferred, yes you can use a junction box, but it would need to be on display (or in a cupboard or such like) as it is a non-permanent joint.

No ,the oven can’t draw more than the circuit can supply. In a fault situation the MCB would trip to protect the circuit cable. A 16 amp circuit is the MINIMUM required for your oven.

If you want to check then look for the data badge on the oven and if the total power is less than 3000 watts then it’s fine to plug in. The badge is usually located on the oven door frame.
