Guys I found the easiest way to “fix it” you’ll just need to talk to the “jarl” of Whiterun, (you’ll need to talk every single line) then after that just go and report to Ulfric stormcloak. Hopefully works! Should work.

Can you make Ulfric surrender?

If Ulfric is paralyzed when his health is depleted, he will remain on the ground and General Tullius won’t kill him. You can still kill Ulfric yourself, allowing the quest to continue.

Why can’t I report back to Ulfric after whiterun?

The solution is: after the battle for whiterun, manually run all the way back to windhelm, do not fast travel. Once u get 3/4 of the way there or so, whiterun should reappear on your map and afterwards ulfric will talk about the mission immediately. Worked for me.

You will have to start a new character. Yep. You can not backtrack quests like that. Even if quest stages would get changed, character scripts have been already ran.
