Is the direct hit overpowered?
It’s not OP, just a dumb gimmick weapon that’s almost Black Box levels of crutchiness. The splash radius on DH is almost non-existant. The target would have to be on the ground, and within 1/2 step between the rocket impact to give it any meaningful Splash Damage.
