Riften, referred to as Rifton in earlier records, is a city situated in the southeastern corner of The Rift, at the eastern end of Lake Honrich, with a good portion of the city actually spilling over the water atop large wooden piers. It is the southernmost and easternmost of all the cities in Skyrim.

Ultimately in 4E 129, the people were at their breaking point, as they overwhelmed the city guard, hungering for blood. The Jarl took refuge in his castle, which was built within seven years with lavishing accessories. The riot had burned down the castle, with both the Jarl and the city destroyed.

How do you clean up Riften?
Go into the Riften Warehouse, confront the dealer, and retrieve the information about where the Skooma is coming from. Tell the Jarl about the source, who then will tell you to deal with it. Go north to Craigslane Cavern and dirupt the Skooma operation by killing everyone inside and outside.
How do you become Jarl of Riften?
Riften. For Riften you must go to the Riften Fishery and look for a lady that has a Skooma addiction. You then give her some coin and ask her where she gets her skooma. Afterwards, you talk to the jarl and complete the skooma dealer quests.

Make amends with your spouse, and then speak to Maramal again. He’s naturally distressed by your actions, but he’ll agree to give you another chance.
Is Riften or Dawnstar better?
Give Riften to Tallius if you’re siding with him, give him Dawnstar if you’re Stormcloak. Nothing really affects gameplay or story, it’s just a personal preference.
