HUD released new low- and moderate-income summary data (LMISD) for FY 2021. To qualify any new low and moderate area (LMA) activities, Community Development Block Grant (CDBG) grantees should use this new data.
What is low-to-moderate income definition?
A low-income community means there is a median family income of less than 50 percent of the area median income. A moderate-income community means that the median family income is at least 50 percent and less than 80 percent of the area median income.
What is LMI community?
Low-to-Moderate Income (LMI) means any census tract (or equivalent geographic area defined by the Bureau of the Census) in which at least 50% of households have an income less than 60 percent of the Area Median Gross Income (AMGI), or which has a poverty rate of at least 25%.
What is considered low-to-moderate income in the United States?
Using that same guideline, a moderate-income person is someone whose total annual income is above 50% but less than 80% of the AMI or average income for the community where they live. That means, if the AMI is $60,000, you would need to make between $30,001 and $48,000 a year to be considered moderate-income.
How do you calculate LMI?
An individual’s income is considered to be LMI based on how it measures up to the area median family income. Overall, to be classified as LMI, an individual or family’s household income must be no greater than 80% of the area median income for the county or area where they reside.
What is LMI demographic?
An LMI person is defined by Section 102(a)(20) of the HCDA as a person in a family or an individual with annual income equal to or less than HUD’s Section 8 Low Income Limit, which is generally 80 percent of an area’s median family income adjusted for household size.

For a single person household, the 2019 FPL was $12,490 a year. That means that a single person making less than $25,000 a year would be considered low income. For a five-person household, the FPL is $30,170 and the cut-off for low income is $60,340.
Is moderate income the same as middle income?
If the Median Family Income % is >= 50% and < 80% then the Income Level is Moderate. If the Median Family Income % is >= 80% and < 120% then the Income Level is Middle. If the Median Family Income % is >=120% then the Income Level is Upper.

Yes, LMI can be waived for first home buyers, if you qualify for the First Home Loan Deposit Scheme. The nationwide scheme is designed to help first home buyers enter the property market with a deposit as low as 5% without paying Lenders Mortgage Insurance.
Does LMI need to be paid upfront?
The LMI premium may be included in your home loan, so you don’t need to pay it upfront, but it will reduce the amount available for the purchase and will increase the amount of your repayments.
