Thanks this fix worked for me, someone should add this as a guide….One works:

1. Go to X:\Program Files\Steam\SteamApps\common\L.A.Noire.
2. Run LANLauncher.exe.
3. Open “Options”
4. Type at the bottom in command line “-npd -str -nonv” (that’s without the “”)
5. click op OK.
6. Launch your game in steam.
7. The lag is no more!
