Can I use 12V 1.5 a for 12V 2A?
The answer is no then yes. Obviously, you can’t power a device that requires 1.5A if the supply will only provide 1.0A. The 2A supply will work just fine.
How do I know what size power adapter I need?
If your device uses a plug connector, you can find out what size plug your device needs by using some calipers and measuring the inside diameter as well the outside diameter.
Is 15W enough to charge a laptop?
At 15W it should be able to charge it, albeit slowly, while asleep. Also, does the Lenovo X1 Carbon support charging from that device. IIRC the included adapter with your laptop is more like 45W or 65W if that helps any for perspective.

Can 12 volts power a laptop?
A pure sine wave inverter works just fine with laptops, but even so, inverters aren’t very efficient for charging laptops. An inverter steps up your 12V to 220V (or 110V), and then the laptop charger will step the power back down to 18.5V, 19V, 20V etc. depending on your laptop.
Can I use 19V charger for 12V laptop?
No, you can’t. The original 19V power supply has an output range of 16 to 22V and does not charge at low power. It will use the built-in battery until the battery runs out. To stabilize the input range, the laptop has a built-in voltage regulator module.
